OMAHA, Neb. (AP) — Shippers are praising proposed changes that federal regulators have approved to the system used to dispute rates railroads charge, aiming to update a system that is so costly and cumbersome it is little used. The new procedures the U.S. Surface Transportation Board approved this week may give shippers a way to resolve rate disputes of less than $4 million in a matter of months instead of years, and at a much lower cost. But the major freight railroads expressed reservations about the new system that would take effect sometime early next year. “The board has long sought a suitable method of making adjudication of smaller rate disputes accessible, reasonable, and less time-consuming for affected parties," STB Chairman Martin Oberman said. “Experience has shown that the board’s prior efforts to provide rate review methods suitable for smaller disputes have been rarely used by shippers.” The American Chemistry Council trade group estimated that challenging the rates railroads charge under the existing system costs between $4 million and $5 million and takes about five years on average.

That revised guidance now has Humana expecting adjusted earnings per share of approximately $25 for the full year of 2022. The prior outlook was for $24.75 per share. To put that in perspective, Wall Street is expecting the company to report an adjusted EPS of $24.83 for the year. To go along with that, Humana also introduced a new adjusted EPS guidance of $37 per share for the full year of 2025. This represents a compounded annual growth rate of 14% compared to its latest adjusted EPS guidance for 2022. A federal board began hearing testimony Monday on whether to let Amtrak resume passenger train service linking New Orleans and Alabama''s main port city over the objections of freight companies. The hearing, conducted virtually by the Surface Transportation Board, will help determine whether the government railroad can once again offer passenger transportation on a section of the northern Gulf Coast where Amtrak hasn''t operated since Hurricane Katrina caused extensive damage in 2005. Freight haulers CSX and Norfolk Southern Railway, in conjunction with the Alabama State Port Authority, contend Amtrak''s plan to run twice-daily, round-trip trips between New Orleans and Mobile would interfere with their traffic and create problems at the Alabama state docks in Mobile. Amtrak should have to make as much as $440 million in improvements before running passenger trains, they argue. Amtrak asked the board to allow passenger trains to begin operating immediately and decide later on what kinds of infrastructure changes are needed.
