Not every ShotSpotter alert ends in an arrest. Every one of them produces data. Captain Nelson Bowling explains how Lancaster PD extracts intelligence value from the full spectrum of ShotSpotter alerts -- including incidents that are non-reportable, generate no 911 call, and produce no visible evidence on scene. Those alerts still document a location, a time, a firing pattern, and a data point that fits into a larger intelligence picture and longer-term reporting. Over time, that picture tells investigators things no single incident could: which locations are active, which timeframes see the most gunfire, and where patterns of criminal behavior are concentrated even when no crime is formally reported. And the criminal element in Lancaster is starting to understand what that means for them. Captain Bowling notes that offenders are reacting to the technology—adjusting their behavior because they recognize that gunfire is no longer invisible and that the data it generates follows them.
